Does Art really Save Lives? How do other countries treat the Issue of disable art and artists in our society

Disabled people are a big part of our society and I think disabled artists have a big influence on our culture as a whole.   Different countries have different ways of dealing with disability and  art/artists, and I'd like to encuourage discussion on how this issue is dealt with in other countries, as well as my own.
